There is a reason why Sara is a head and Maranda is a body; they are a very rare form of twins. At one point they used to be joined together. Originally, when they were connected Sara was controlling Maranda. One day, without warning, Maranda simply lifted Sara off of her neck after gaining control over herself. Maranda has no physical need for Sara.
It may sound horrible, a huge unbalance in power and that Maranda might as well just throw Sara away she still has a definite psychological need for her former head. Maranda is fairly new to the world and needs help making choices, learning how to figure out tight situation, and a person she can talk to and confine in when something is weighing down on her heart. She also feels guilty about the fact that the sacrifice for her freedom is her sister's independence and mobility.
Because Maranda needs someone who can teach her the ways of the world and to be there for her when she just needs someone to talk to she decided to keep Sara. Surprisingly, the power in the relationship is 50/50 between both of them. They are on very good grounds and love each other dearly. Sara in the beginning was actually deathly afraid of Maranda; it took about two weeks to a month for Sara to feel that she could trust Maranda without worrying that she'd throw her out, toss her on the side of the road, or do something to harm her.
Now it's very rare for people to see Sara without Maranda or Marand without Sara. Maranda's learning about the world quickly, but even when she learns enough about the world that she doesn't need her sister's guidance, she'd be horrified at the thought of giving up her sister. If you suggest that she should ditch her head, saying that she'll be better off without it or that she has no further need for her; Maranda will make you wish you never said anything to her.
